A custom application for a Drupal CMS to communicate with a SugarCRM

The Local Government Management Agency (LGMA) is a state agency of the Department of Environment, Community and Local Government established in 2012 to provide a range of services to the Local Government Sector.

It provides such services as ICT infrastructure and business support services, staff negotiations, human resources, communications and management services.

This project won the Chambers Ireland award for Excellence in Local Government and was nominated for an Engineers Ireland Excellence Award and and Irish eGovernment Award for Best Open Source Project.

Annertech work with the LGMA on an on-going basis, building and continuously integrating websites such as LGMA.ie and LocalGov.ie, and web applications such as the Building Control Management System. Background

Annertech were contracted by the LGMA to develop the user-facing elements of the Building Control Management System [BCMS] for the Local Government Management Agency [LGMA], which is administering the new centralised planning notices system on behalf of all local authorities. The BCMS is built into the localgov.ie portal.

Approach

Despite the extremely short timeframe due to late legislation changes, Annertech worked with the LGMA to meet the fixed deadline enforced in legislation. The backend of the system is running on an independent SugarCRM installation, through which the Drupal website pushes and pulls all information via the SugarCRM api.

We’re continuing to work on the project, to extend the platform with new functionality as the requirements are finalised in conjunction with the local authorities. The entire BCMS sits within the localgov.ie site which acts as a testing ground for new ways for people to interact with local authorities.

Some of the challenges we faced when building the BCMS system included: devising a system to make best use of the back-end CRM, and it's capabilities; helping to test a "moving target" api which evolved as requirements changed; architecting a production-ready system, while still delivering a high-volume of changes to user-requirements.

Results

The BCMS is an extremely successful portal for the LGMA, so successful in fact that a similar approach is now being considered for other functions of the LGMA and local authority sector in Ireland in a very timely effort to streamline services and save money. Everyone's a winner in this case.
