A colourful, entwined puzzle

In the world of public sector digital transformation and complex enterprise projects, the old-school client/vendor boundary is completely outdated. At Annertech, we’ve found that the most impactful digital platforms aren't built for clients; they are built with them.

Traditional procurement models often trap organisations in rigid, transactional relationships: you hand over a static brief, an agency works in a silo and the final delivery misses the nuance of your actual day-to-day operations.

The most successful digital outcomes stem from transparency, shared ownership, and continuous collaboration.

We don't view ourselves as an outside supplier ticking off a checklist. Instead, we operate as a trusted digital advisor, embarking on a genuine co-design journey with your team to create services that perfectly support your content managers and the communities who rely on them.

Why it works

When you break down the traditional client/vendor wall, the entire dynamic of a project changes. True collaboration allows us to combine our technical expertise with your deep institutional knowledge.

Here is why shifting from a transactional vendor relationship to a true strategic partnership matters:

  • Continuous knowledge sharing: We believe in open-sourcing our knowledge, not hoarding it. Throughout a project, we work out in the open, upskilling your internal teams so that when the platform launches, your content managers and developers feel completely confident owning it.
  • Deep discovery and alignment: We don’t just look at the technology; we dive into your entire ecosystem. By running shared discovery workshops, mapping user journeys, and establishing transparent decision logs together, we ensure everyone is working towards the exact same vision from day one.
  • Agile problem solving: Digital projects are fluid. When client and agency teams operate as a single, unified squad, we can adapt to evolving user needs, catch potential security or accessibility issues early, and make smart iterative pivots without contractual friction.
  • Empathetic, user-first design: By involving frontline staff, service owners and stakeholders in regular “show and tell” feedback loops, we design around real-world top tasks, like streamlining complex applications or making vital resources highly searchable.

Partnerships in action: how we work together

Every organisation we work with is unique, and our collaborative framework is built to adapt to your specific internal capabilities. Here is how we have partnered with public sector bodies and national institutions to deliver measurable success:

1. Support and empowering: Tipperary County Council

  • The partnership: Instead of taking over the project entirely, we acted as a technical guide and mentor to Tipperary County Council’s internal team.
  • How we did it: The council’s own team handled the majority of the content and development work, while Annertech provided expert technical oversight, architectural best practices, and specialist LocalGov Drupal support.
  • The outcome: A highly successful launch that perfectly aligns with the Irish government’s “build to share” philosophy. The council gained a modern, high-quality site while significantly upskilling their internal team through our hands-on mentorship.

2. Standardising at national scale: ePlanning portal

  • The partnership: This was a massive multi-stakeholder partnership with the Local Government Management Agency, alongside over 30 local authorities.
  • How we did it: We stepped into the role of trusted digital lead, working closely with Provident CRM and dozens of individual councils to consolidate vast, diverse regional requirements into a single, cohesive framework.
  • The outcome: Ireland’s first centralised online planning system, which has revolutionised how planning is handled nationally by removing paper-heavy manual processes and creating a transparent experience for both citizens and local authorities.

3. Transforming accessibility: Haringey, Barking & Dagenham and Essex councils

The websites of the London Borough of Haringey, Essex SEND and the London Borough of Barking & Dagenham are seen on computer and tablet screens.
We work closely with our council stakeholders, such as London Borough of Haringey, Essex County Council and London Borough of Barking & Dagenham.
  • The partnership: Partnering with local authorities such as the London Borough of Haringey, Essex County Council and the London Borough of Barking and Dagenham to transform council sites into accessible, future-proof LocalGov Drupal hubs.
  • How we did it: Working side-by-side with council stakeholders and user research insights, we prioritised the user journeys of citizens under pressure, such as parents and carers navigating the Special Educational Needs and Disabilities (SEND) community spaces in Essex.
  • The outcome: These collaborative iterations resulted in a 25% increase in accessibility scores for Haringey and an empathetic platform for Essex County Council.

4. Balancing aesthetic and performance: National Library of Ireland

  • The partnership: Transitioning a prestigious national institution’s vast digital home into an elegant, robust archive.
  • How we did it: We worked with bigO to create this stunning website. Annertech acted as the technical engine, translating complex data structures and world-class visual identities into a flexible, secure and highly performant Drupal frontend.
  • The outcome: An award-winning digital home that handles millions of varied cultural collections smoothly, making the library's archives more accessible to the public than ever before.

Our shared roadmap

To ensure our partnerships deliver precise, measurable value, we use tried-and-tested frameworks that keep both teams completely aligned from kickoff to launch:

Workshops

Utilising structured stakeholder sessions, service blueprints and wireframe reviews so your team directly shapes the product layout.

Data-driven prioritisation

Analysing user research and data to transform a mountain of sticky notes into an agreed, clear roadmap of priorities. Discovery workshops generate brilliant ideas, but data dictates what we design and build first. We dive deep into the analytics, search logs and user research insights to identify users' actual top tasks. We map these against the organisational goals, and work together to score and prioritise features, ensuring your budget focuses entirely on what delivers the highest immediate impact

Clear governance

Establishing explicit product ownership, requirements documents and transparent decision logs to eliminate friction.

Testing early and often

We don't wait for a final beta build to run tests. We work together to validate clickable prototypes and ensure that accessibility (WCAG compliance) is baked into the code from the very beginning of the project.

Evidence-based outcomes

When a project wraps up, we provide a body of evidence that shows how stakeholder and user feedback directly shaped the platform.

Collaboration as a standard

We’ve made it our mission to ensure that our digital processes are as open as our code. We actively document our workflows, checklists, and templates so that they can be shared freely, helping our clients build a strong foundation long after our initial project concludes.

When you treat an agency not as an outside vendor, but as an extension of your own team, you don't just get a new website, you get a future-ready digital ecosystem built to last.
