From zero to beta to launch in ±180 days: Luton Borough Council’s speedy digital transformation

Luton Borough Council embarked on an ambitious digital transformation journey, moving from a legacy system to a modern, user-centred platform built on LocalGov Drupal. The project exceeded expectations by launching the public beta in just 11 weeks, and the full website officially launched 14 weeks later.
Luton Borough Council serves a diverse and growing population, with residents increasingly expecting high-quality digital interactions. Before this project, the council faced the challenge of maintaining an aging web infrastructure that struggled to meet modern user standards or align with central government patterns.
In June 2023, Jayvik Patel joined Luton as Strategic Digital Services Manager. Coming from 15 years in the private sector, he brought a fresh perspective on what a modern digital experience should look like for residents.
“Essentially, we’re spending taxpayers’ money. It is a big emphasis on how much it is going to cost. For us, it was thinking about what we want to plan for the next three to five years to give a solid base to really launch off that.” he said during a presentation of the beta site at Local Government Open Source Week in January 2026.
Challenges
The project was defined by several high-pressure constraints:
- Legacy data and migration: Deconstructing years of content and deciding what was essential for the top user tasks.
- Public sector complexity: Navigating procurement, stakeholder management and internal sign-off processes within a short window.
- User expectations: Ensuring the site felt as intuitive as possible, and followed the UK’s Government Design System. This was especially needed for the mobile site, since nearly 70% of Luton’s traffic is mobile.
Solutions
Annertech and Luton utilised a “trifecta” approach: combining the council's domain knowledge, Annertech's technical expertise and dedicated content design.
1. The decision matrix
To manage the tight scope, Jayvik developed a decision matrix. This tool “weighted” service areas based on user need (data-driven), stakeholder readiness and political urgency. The decision matrix led the team to focus on Council Tax and Benefits as the priority for the public preview.
2. Parallel tracks and ‘pre-homework‘
While Annertech’s developers set up the production environment, content designers performed a full audit in parallel. This ensured that the technical build and the content migration sprint finished at the same time.
3. Innovation through contribution
To solve the heavy experience of manual migration, Annertech developed a Single Page Migration tool. This allowed Luton’s team to put in a URL from their old site and automatically pull over the title, body and – crucially – the media items. This essentially transformed an intense content migration into simple, 60-second tasks.
Impact
The transition to LocalGov Drupal has provided Luton with a proven, strong platform base that aligns with national accessibility and service standards.
- Financial efficiency: By moving to open source, Luton eliminated proprietary licence fees and gained access to code built by other councils.
- User-centred design: Residents now interact with a site designed around their top tasks rather than the council’s internal structure.
- Community support: Luton is now part of an active Slack community and network of developers, meaning they no longer have to solve digital problems in isolation.
- High performing: Luton's new website scored a GTmetrix rating A.
- Accessible: Lighthouse rates the site’s accessibility score at 97.
Contributions to LocalGov Drupal
As part of the Luton project, the following features and modules were contributed to the LocalGov Drupal distribution so that other councils will have access to them in future.
- Publication Page Summaries: new proposed field to make linking Publications from other pages more seamless.
- Single Page Migration: reducing the manual effort required to manually migrate existing content pages.
- Content Moderation Bulk State Change: assisting an existing maintainer to bring a module from alpha to beta/stable to help others solve the same problem in the future.
